Dagorath made a good point with the main page being too cluttered as it is, so I am not making any new links. Just click on any badge icon and it will take you to the badge description page. For new users who don't have a badge next to their name yet, it shouldn't be hard to find a badge icon somewhere (i.e. top users page or message boards).

I also changed the tooltip to show the next badge level.
